Adrian Eteen-Bliss
Chairman and CEO

As Chairman and CEO of CESECO Limited, leading the company’s strategy, capital planning, governance and long-term growth across its energy and environmental infrastructure platform. With more than twenty years of experience in international investment and infrastructure, Adrian brings strategic leadership, commercial discipline and capital-market awareness to CESECO’s development programme. His role focuses on setting direction, aligning senior leadership, building institutional and strategic partnerships, and ensuring CESECO’s projects are structured for disciplined execution, operational resilience and long-term value creation.

Adrian oversees investment priorities, stakeholder alignment and the commercial roadmap required to move major infrastructure projects from concept through to scalable delivery. His strengths lie in connecting finance, strategy, partnerships and execution, keeping CESECO focused on bankable projects, transparent governance, credible delivery and sustainable growth, while building investor confidence, strengthening international relationships and delivering high-impact infrastructure at scale.

Peter Coe
Director of Global Business

As Director of Global Business, responsible for programme delivery, infrastructure integration and the operational scale-up of the company’s energy and environmental infrastructure platform. His role will focus on turning CESECO’s strategic objectives into coordinated, deliverable programmes across campus development, supply chain strategy, site mobilisation, contractor interfaces and the alignment of technical, commercial and operational execution.

Working closely with the board and senior leadership team, Peter will help ensure that each project moves from planning and development into structured delivery, with the required infrastructure, resources, partnerships and operating processes in place. At CESECO, his strengths will be central to building a scalable delivery model, integrating complex project workstreams, managing execution priorities and ensuring that commercial ambition is supported by practical, disciplined and operationally robust implementation across the company’s global growth programme.

Omar Arti
Director of Strategy & Finance

As Director of Strategy and Finance, responsible for financial structuring, commercial strategy and the development of long-term contractual frameworks across the company’s energy and environmental infrastructure platform. Reporting to the board of directors, his role will focus on shaping the financial and commercial architecture required to support scalable growth, including enterprise agreements, capital alignment, strategic partnerships, revenue models, project-level financial planning and long-term off-take and supply-related contract structures.

Omar will help ensure that CESECO’s projects are positioned to attract capital, support institutional confidence and move from concept into commercially executable delivery. His strengths lie in aligning financial strategy with operational reality, creating disciplined growth frameworks and developing contract-led structures that support bankability, transparency and long-term value creation. At CESECO, Omar will play a central role in connecting strategy, finance and execution, helping the platform scale in a structured, commercially robust and investment-ready manner.

David Green
Director of Planning, Permitting & Licensing

David holds a senior board-reporting role at CESECO, leading the company’s raw materials supply strategy, off-take acquisitions, commercial contracts, land acquisition and local government liaison in relation to planning, permits and regulatory approvals. With more than three decades of experience as a technical director, infrastructure architect and engineering specialist, David brings deep expertise in waste-to-energy, advanced thermal systems, strategic land development, environmental compliance and complex project delivery.

His track record includes securing full planning consent for major energy infrastructure, including the Flintshire Waste-to-Energy Facility, and serving as the technical architect behind the Fire Storm Energy Vortex System. At CESECO, his combination of engineering capability, land and planning expertise, commercial judgement and regulatory experience will be central to turning technically complex projects into consented, contracted and operational assets.

Gena Jin, FCCA
Chief Financial Officer

Gena reports directly to the board at CESECO as Chief Financial Officer, leading financial strategy, reporting, governance, controls and capital discipline as the platform scales across energy and environmental infrastructure projects. A qualified finance leader with an international corporate background, Gena brings experience in financial management, audit, reporting standards, commercial analysis and governance, gained through senior roles and advisory exposure with major global organisations including Ernst & Young, General Motors and Warner.

At CESECO, she will ensure the company’s financial systems, reporting frameworks, investment controls and board-level governance support the delivery of technically complex, capital-intensive infrastructure assets. Her strengths lie in combining rigorous financial discipline with commercial judgement, helping structure projects that are transparent, fundable, compliant and aligned with institutional stakeholders, partners and regulators. As CFO, Gena will support CESECO’s growth strategy, investor confidence, financial resilience and long-term operational accountability.

Shane McQueen
Director of Partnerships and Government Liaison

Shane also reports to the board of directors, spearheading local planning applications, permitting, licensing and key stakeholder engagement for the company’s infrastructure and energy projects. A commercially driven infrastructure strategist with more than three decades of experience across the UK, Europe, the Middle East and Africa, Shane has built his career around originating, structuring and delivering complex, government-aligned developments.

His strengths lie in public-private partnerships, institutional capital formation, land strategy, government relations, stakeholder negotiation and ESG-led infrastructure delivery. With proven experience across healthcare, later living, logistics, real estate and advanced waste-to-energy platforms, including the Fire Storm Energy Vortex System, Shane brings the commercial leadership and public-sector alignment required to help CESECO secure approvals, build local confidence and deliver scalable, socially impactful energy infrastructure.
