Adrian Eteen-Bliss is Chairman of CESECO Limited, where he leads the company’s strategic direction, capital planning and governance framework.

With more than two decades of experience across financial markets, infrastructure development and international investment, Adrian brings deep expertise in capital structuring, business management and the development of scalable, long-term platforms. His background includes multi-jurisdiction fund raising, corporate structuring and the advancement of complex projects across Europe, Asia and Australia.

At CESECO, Adrian is responsible for positioning the company as a disciplined and commercially robust circular infrastructure platform, focused on delivering integrated solutions across processing, energy generation and environmental infrastructure. He works closely with technical partners, operators and investors to ensure that projects are developed with strong governance, regulatory alignment and long-term viability.
